This report explores the extraordinarily rich potential that new technologies offer to resolve environmental and economic problems. It argues that what is required to achieve this potential is not more technological know how, but new ways of thinking and new policies and practices. By way of example, the authors examine environmental regulation, economic and technology policies, international trade, corporate management, and education, and their potential contribution to a global technological transformation.
