David B. McGinty is WRI’s Senior Fellow for Scaling Impact, leveraging his leadership and expertise in the design and delivery of large, multinational programs, market transformations, public-private partnerships, blended finance, and social innovation and technology.

In this role, David works alongside WRI leaders across WRI’s programs and centers to design and scale critical actions– including specific work with cross-cutting platforms (like the Systems Change Lab, Partnering for Green Growth and Global Goals 2030 (P4G), and the Platform for Accelerating the Circular Economy (PACE)) and transitions in economics, finance, and global governance. Additionally, David provides guidance and review on related strategy planning and execution, research, engagement, and in-county programs to drive fundamental systemic changes.

Previously at WRI David served as Global Director of PACE, which exists to catalyze global leadership from business, government, and civil society to accelerate the transition from a linear to a circular economy that will improve human and environmental well-being for current and future generations. With his leadership, PACE transitioned from concept to delivery with scale up continuing through a strategic plan for 2022-25.

Prior to joining WRI, David was the Director of Social Innovation + Technology at Palladium Group, a global international development advisory and project management firm. As part of his work at Palladium Group, he led the £40 million Human Development Innovation Fund and £25 million Spring Accelerator work. This involved identifying and growing over 150 social innovations across 10 countries through ecosystem building, traditional and innovative financing, advisory services, and influencing evidence-based policy and practice. Previously, David led public-private partnerships for an international NGO, was head of a private sector development and impact investing advisory firm, taught management and law at the graduate level, and advised multinational corporations on finance, mergers, and acquisitions.

David holds a Master of Law (LLM) degree from Villanova University, Juris Doctorate from Temple University, and a Bachelor of Arts degree from Samford University. He spends his time outside of PACE as an angel investor, non-profit board member (including BoardSource from 2012-17), and an avid supporter of the arts. Born and raised in Alabama, USA, David is based in The Hague, Netherlands, and is married with two children.
